Romania - Returning Citizen

DOCUMENTS REQUIRED Romania

  • Passport - scanned color copy;
  • Letter from your previous Employer abroad along with an working contract - attesting her/his working contract period ( start / end date ) with their letterhead / signature / stamp - scanned color
    copy;
  • Rental contract, house ownership contract (in Romania) - scan color copy;
  • Proof that he/she have lived abroad for more than 1 year (12 full months): residence rental/
    ownership contract, residence permit, utility bills and any other relevant documentation - scanned
    color copy;
  • Legalized statement of the client that the goods in the shipment belong to him/her for at least 6
    months, are not meant for commercial purposes, are to be used to furnish the new Romanian
    residence, that he/she lived outside Romania for the last 12 months - 1 original required for each
    transport;
  • Legalized power of attorney in which the client empowers Rilvan Serv SRL to represent him/her in
    relations with the customs authorities regarding the import formalities. - 1 original required for each
    transport;
  • Inventory;
  • EORI number - should be obtained by the importer/owner of the goods by accessing the following
    website - https://www.customs.ro/e-customs/eori/sistem-informatic - once obtained, it will be shared
    with us via email;
  • In case of repatriation - Repatriation letter(example attached) - 1 original required. (please note that
    after submitting for this document it takes around 30 days to be released).
  • New identity card (ID), which is no older than 1 year at the time of import - scanned color copy;

CUSTOMS REGULATIONS

  • SHIPPER'S PRESENCE IS NOT REQUIRED IN ROMANIA UPON ARRIVAL OF THEIR
    BELONGINGS
  • THE SHIPPER CAN IMPORT HIS/HER BELONGINGS FREE OF ANY TAXES/DUTIES - ONLY
    IF ALL THE REQUIRED DOCUMENTS ARE AVAILABLE AND IN OUR POSSESION BEFORE
    ARRIVAL OF THE SHIPMENT IN CUSTOMS TERMINAL.
  • Customs regulations in Romania are grounded on Council Regulation EEC Number 1186/2009.
  • An owner of the goods can be admitted free of import duties and VAT if:
    • Transfer their residence from another country to Romania
    • Reside outside Romania for at least 12 months
    • Goods are for personal use and cannot be sold within 2 years after Customs clearance
  • An Economic Operators Registration and Identification number (EORI) is required for import and
    export of household goods and personal effects, including motor vehicles.

MOTOR VEHICLES

  • At this moment, there are no restrictions for importation of motorcycles and cars.

Documents required:

  • Copy of invoice
  • Copy of property title
  • EORI number for the owner Motor vehicles require the same set of documents listed for household goods as well as those listed above

PETS & PLANTS

  • Cats and dogs are subject to Regulation No. 998/2003.
  • Birds are subject to Decision No. 25/2007.
  • Animals must enter Romania through another EU airport as Bucharest vet check office is no
    longer available.
  • Must have an anti-rabies vaccine.
  • Protected species and products thereof as listed by the Washington Convention (CITES) / live
    plants, unless the plant has the phito-sanitary certificate

  • Any kind of food
  • Firearms, ammunition, explosives
  • Alcohol
  • Any kind of tobacco products
