Customs Information
Romania - Foreign Citizen
DOCUMENTS REQUIRED 
- Passport (copy including page with stamp of entry into Romania) & Visa of customer (copy)
- Resident Permit / Working permit / registration certificate copy
- Letter of job transfer from shipper’s employer in Romanian
- Copy of Registration of the Romanian employer at the Romanian Chamber of Commerce or copy of the home rental agreement
- Copy of fiscal code of shipper’s employer
- Legitimate Romanian Residence I.D.
- Legalized statement of the client that the goods in the shipment belong to him for at least 6 months, and are not meant for commercial purposes and are to be used to furnish the residence that he/she lived outside Romania for the last 12 months.
- Inventory
- The following items must be detailed:
- Jewelry, precious metals, antiques dated before 1945
- Electrical items (indicate serial numbers)
- Photos (2 copies) of any art, carpets, lamps, mirrors, paintings, jewelry, silver, crystals, antiques, etc.)
CUSTOMS REGULATIONS
- SHIPPER'S PRESENCE IS NOT REQUIRED IN ROMANIA UPON ARRIVAL OF THEIR BELONGINGS
- IF THE SHIPPER IS IMPORTING HIS BELONGINGS IN NO MORE THAN 90 DAYS FROM THE ISSUING DATE OF ROMANIAN RESIDENCE ID CARD HE WILL IMPORT THE BELONGINGS FREE OF ANY TAXES / DUTIES
- IF THE PERIOD IS MORE THAN 90 DAYS HE / SHE WILL PAY THE TAXES / DUTIES BUT THE TAXES / DUTIES WILL BE REFUNDED AT THE EXPORTATION OF THE BELONGINGS OUT FROM ROMANIA.
- If the resident permit is unavailable, a statement will be issued that the owner of the goods will obtain within 6 months.
- The personal declaration must state that the owner of the goods has owned the household goods and personal effects for at least 6 months, the goods are not intended for commercial purposes, and that the owner of the goods has lived abroad for a period of at least 12 months (template provided by agent in Romania).
- Relief is not available from import duties for household goods belonging to natural persons transferring their secondary residence in the Customs territory of Romania.
- Customs regulations in Romania are grounded on Council Regulation EEC Number 918/83.
- An owner of the goods can be admitted free of import duties and VAT if:
- Non - citizens must:
- Transfer their main residence from another country to Romania
- Reside outside Romania for at least 12 months
- Goods are for personal use and cannot be sold within 2 years after Customs clearance
- Import duties are charged for food, alcohol products, tobacco, and tobacco products and perfumes.
- An Economic Operators Registration and Identification number (EORI) is required for import and export of household goods and personal effects, including motor vehicles.
- Valued inventory showing serial numbers of electric appliances, photographs, including antiques and art, carpets, lamps, paintings, silver, and crystals (2 copies each) is required.
- The fiscal number and registration certificate copy of the company must be provided by the employer in Romania.
MOTOR VEHICLES
- CARS WILL NOT BE REGISTERED WITHOUT RESIDENT PERMIT
- Shipper may be required to be present for Customs clearance
- Vehicles can be registered with the payment of a first registration charge, which varies from a few hundred Euros (if car complies with Euro 3 standards), to thousands of Euros (if it is a non-Euro or Euro 1).
- A guarantee must be paid by the owner of the goods account for vehicle and motorcycles and will be recovered by the time the owner of the goods is moving from Romania.
- Only one vehicle per registered driver
- At this moment, there are no restrictions for importation of motorcycles.
- To register a car in Romania, owner will have to pay ecological charge. This is dependent upon age, engine capacity and type of fuel. You can estimate it yourself at: www.taxadetimbru.com.
Documents required:
- Copy of license plate certificates
- Copy of invoice
- Copy of property title
- EORI number for the owner of the goods
- Motor vehicles require the same set of documents listed for household goods as well as those listed above
PETS
- Cats and dogs are subject to Regulation No. 998/2003.
- Birds are subject to Decision No. 25/2007.
- Animals must enter Romania through Bucharest.
- Must have an anti-rabies vaccine.
RESTRICTED/DUTIABLE ITEMS
- The following items may qualify for free import if within the limits indicated:
- Alcohol - only 1 liter over 22 degrees or 2 liters below 22 degrees or 2 liters of wine
- Cigarettes - only 200 cigarettes or 50 cigars or 250g of tobacco
PROHIBITED ITEMS
- Illegal drugs
- Food
- Medicine
- Pornographic material
- Firearms, ammunition, explosives
- Protected species and products thereof as listed by the Washington Convention (CITES) / live plants, unless the plant has the phito-sanitary certificate
