CUSTOMS REGULATIONS

  • The consignee should be present at the destination and should have a valid visa
  • The consignee should be employed by a registered company in Kyrgyzstan
  • Expatriates are allowed to import household goods up to 50 kgs with CIF value not more than 80 USD duties & tax free. If the weight and CIF value are higher, then customs tax & duties are applicable for non-diplomatic shipments
  • All non-diplomatic shipments are subject to payment of 0.15% for Customs fees based on the costs, insurance, and freight (CIF) value of the shipment and USD 0.15 per kg for Customs duties on air and surface shipments.
  • Consumables are prohibited for temporary importation but can be imported for permanent regime.
  • Kyrgyz citizens are not permitted to import household goods and personal effects on temporary import basis, thus are liable to pay full tax and duties. Therefore, returning citizens must pay full duties and taxes.
  • All non-diplomatic imported shipments are subject to intensive customs inspection. Therefore the customs authorities leave the right to make re-evaluation of the shipment’s cost mentioned on accompanying documents. In this case all customs fees and VAT will be re-calculated based on the evaluation made by customs authorities
  • Per each group of goods the customs declaration should be issued at the Customs department. The cost of each declaration is US$50/per main page and US$15.00/per additional pages. *The number of groups and declarations respectively depends on variety of the goods inside the shipment. For example, clothes are one separate group, kitchen ware is a second separate group, wooden furniture is a third separate group and plastic furniture is a fourth separate group, etc. Please note that final number of declarations and as a result, cost for the same could be advised only after customs clearance process is completed

*The cost of declarations is subject to change with no prior notification as the same is set by customs authorities.

IMPORTATION OF VEHICLES

  • Vehicles and motorcycles can be imported duty and tax free on a temporary import basis. Temporary import is subject to customs duty and is 3% of V.A.T. and a 0.15% customs fee per month
  • Temporary imported vehicles and motorcycles must be exported out of Kyrgyzstan at the end of expatriate’s tenure
  • Sale of temporary imported vehicles and motorcycles is not permitted until full customs duties and V.A.T. has been paid. Permanent import of vehicles and motorcycles is subject to tax and duties as per customs tariff

PETS

  • following documents should be provided at least 10 working days in advance of the pet’s arrival:
  • Vaccination certificate
  • Veterinary certificate

DUTIABLE/RESTRICTED ITEMS

LIQUOR

The allowance limit for the import of wine and spirits for personal consumption is one liter per shipment. All in excess are subject to duties and taxes as following:

WINE:

USD $0.45- per liter Excise duty

Or 10% of value Customs duty (depending on the % of alcohol)

12% of value VAT

0.15% of value Customs fee

SPIRITS:

USD $1.4 per liter (depending on % of alcohol)

12% of value VAT

0.15% Customs fee

SPECIAL INSTRUCTIONS FOR IMPORTATION OF CARPETS, PAINTINGS, ART EFFECTS AND ANTIQUES:

  • The duty free importation is allowed only on temporary import basis and it is strongly recommended that all the carpets, paintings, art effects and antiques in the shipment should be photographed. Duplicate photographs of each item should be sent to the destination agent in advance by courier enabling them to get the customs endorsement on the back of each photograph at the time of import customs inspection of the shipment. This will help the owner avoid problems with the customs authorities at the time of export of these items out of Kyrgyzstan
