DOCUMENTS REQUIRED
For the duty free import customs clearance of your personal belongings in France the following documents will be required from you:
- Copy of valid passport
- A French detailed and valued (in EUR) inventory (for each shipment), dated and signed on each page (copy attached for completion) indicating the used value of your goods (approximately 25% of the replacement value).
- Proof of residence in France on your name (for example an electricity or copy of your lease).
- Non resale certificate (Certificat de non cession) - see copy attached.
- An attestation of transfer (employment declaration) from the company stating that you have been living more than one year abroad from dd/mm/yyyy to dd/mm/yyyy and you are now transferred to France OR a certificate of change of residence that can be obtained from the French Consulate/Embassy mentioning living dates abroad & transfer date to France (for French citizens).
- Letter named "representation en douane" (see copy attached). This is for customs purpose, you can put your name on the top and sign at the bottom. Our customs broker will fill in the rest with their stamp.
- Alcohol list in case applicable (Moving company will provide this if needed).
- Invoice for each new item bought less than 6 month before departure (subject to duties & taxes)
- Customer information document at destination
CUSTOMS REGULATIONS
- Used household goods duty-free if owned abroad for six months, if the owner is moving his principal residence to France, and the items arrive within one year from the arrival date reflected on the Change of Residence
- Regulations are different if the Customer is establishing a secondary residence
- If SECOND shipment anticipated, it must be stated at the time of the first importation
- Inheritance Shipments, Wedding Presents, and/or Student Shipments: Please check with destination agent on what other documentation will be needed for import clearance.
MOTOR VEHICLES
Only Thermic Vehicles are able to be imported - no hybrid or electric vehicles are allowed for importation into France at this time due to Lithium battery regulations on HHG shipments.
Foreign citizens are permitted to import a motor vehicle duty-free as personal effects provided the owner has been living abroad for more than one year and that the vehicle has been owned for six months prior to import.
A vehicle (only Thermic cars or motorcycles) that is imported from outside of the European Union is required to undergo a series of tests performed by the Mines Dpt. This process will have to be done by the customer after customs clearance & after obtaining the import documents (846 A form).
The following documents are required for Customs Clearance:
- Purchase Invoice (original)
- Original title showing owner's name and vehicle serial number (original)
- Insurance Certificate from French insurer
- Registration Card (original)
- Plate numbers
- Copy of Inventory/Packing List (showing year, make, model, engine size/horse power and registration numbers)
Following customs clearance Form "846A" will be issued permitting the owner to drive the vehicle for 4 months (provided the car is insured). This period is intended to register the vehicle and secure a French title.
PETS
- Must be at least three months old
- Subject to quarantine
- Endangered species and exotic animals prohibited
- Pets should be accompanied by their owner with vaccination card and certificate of good health
DUTIABLE/RESTRICTED ITEMS
- Alcohol must be inventoried separately with brand name, type, amount, number of bottles, and value (Import License or Liquor License may be required). Without presenting the complete list of documents, customs duties and taxes will be generated and applied on each bottle:
- on each bottle of wine.
- on whole shipment if you have been less than a year outside of France & EU.
- on whole shipment if you are not moving your main residence to France.
- on whole shipment if you are settling a second residence in France.
- on whole shipment if you cannot provide all above documents.
- on whole shipment if you have left the origin country for more than 1 year.
- on each item bought less than 6 months before departure. Invoice for each new item is needed.
- New items (less than six months old) are subject to tax and must be documented with sales invoices
- Works of Art, oil paintings, sculptures, antiques, etc. should have Certificate of Authenticity. Duties & taxes will be applicable if too numerous since will be considered as a commercial shipment & not a HHGDS shipment.
PROHIBITED ITEMS
- Paints, polishes, and cleaning solvents
- Drugs and narcotics
- Cigarettes and tobacco products
- Live plants
- Ivory, all animal skins
- Pornographic material
- Explosives & matches
- Guns, weapons and ammunition are highly regulated, and require various registrations and certificates and have the authorization from the French Defense Ministry (provide make, caliber, serial number and purpose)
- Some weapons strictly prohibited
MISC
France does not allow trucks to operate on weekends and holidays. Weekend deliveries are not possible.
