Belgium - Foreign Citizen

DOCUMENTS REQUIRED Belgium

  • Inventory; showing continuous numbers and signature of client (copy of packing list)
  • Copy of passport showing client's signature and photograph
  • Original proof of living outside the European community for the 12 months prior to arrival in Belgium. (Eventually an attestation from the employer or the foreign authorities) The attestation must especially show that the shipper has not been in any of the EC countries the last 12 months prior to moving to Belgium and the start & end date of their stay in the country of departure. Any other official documents from the embassy or the Consulate at origin stating that the owner of the goods has lived outside Belgium for the past 12 months can be used too. 
  • Certificate of residence from the Belgium commune where client will establish residence, mentioning their nationality, date of birth and the fact that they are coming from the USA (to be obtained at the town hall). This doesn’t have to be the delivery address. Can also be the temporary address.
  • Import Declaration (view SAMPLE) The (de)registration dates can also be the personal departure date and arrival date.
  • Copy of the origin export clearance document; a new requirement has been introduced by Belgian customs. The export clearance document is needed from the origin country containing the customs value of the goods. Please do not use the valued inventory based on the insurance value for import clearance. This document is required from the exporting agent, not the client. 
  • POA filled and signed by the client. 
  • Official authorization to work in Belgium (work permit) - if available 

Specific Information:

  • Certificate of residence (Model 2) issued by local Belgian town hall of the city of residence.
  • Letter of employment from the origin country or destination country stating that the customer has been employed outside the European Community for a period of at least 12 months.
  • If possible, the letter of employment from the origin country should include the beginning and ending dates of employment and beginning date of employment in Belgium
  • Any other official documents from the embassy or the Consulate at origin stating that the owner of the goods has lived outside Belgium for the past 12 months should be included

CUSTOMS REGULATIONS

  • Duty free entry for used household goods provided all the above documents can be supplied and the importation takes place within one year after the official change of residence.

MOTOR VEHICLES

  • Letter from the employer stating that client has not been living in the European Community for the last 12 months prior to his inscription/arrival in Belgium, start and end date are clearly to be indicated on this form.
  • Photocopy of the passport showing client's signature and photo
  • Certificate of inscription from the Belgian commune where client intends to live (=”Model 2” / family composition)
  • Valid European insurance certificate
  • Title of ownership
  • Copy of the bill of sale or attest of value
  • Bill of Lading
  • Copy of the origin export clearance document; a new requirement has been introduced by Belgian customs. The export clearance document is needed from the origin country containing the customs value of the goods. Please do not use the valued inventory based on the insurance value for import clearance. This document is required from the exporting agent, not the client. 
  • POA filled and signed by the client. 

Please do note, that due to new customs rules for vehicles as of now a temporary clearance cost of € 270,- / vehicle will have to be paid upon arrival of the vehicle + A guarantee amount (of about 1/3 of the actual car value per vehicle) will be requested and blocked at customs for about 6 months. After +/- 6 months customers  receive a written request/invitation from the local customs office to start/arrange the final clearance of the vehicle. Only after finishing this final clearance process, customs will release the guarantee amount paid.

Please make sure the car is added to the inventory of the HHG shipment.

The vehicle can be driven during these 6 months on a foreign license places (as a tourist) if the vehicle is insured. Only the money is held not the vehicle. The proof of clearance should be present at all times in a driving car. 

PETS

  • Import license
  • Health certificate / microchip

    • Pets must be identifiable (tattoo or an electronic identification system) and vaccinated against rabies

DUTIABLE/RESTRICTED ITEMS

  • Wine, alcohol, new furniture and household goods:
  • Subject to import duties and VAT
  • Antiques: Duty free, but subject to VAT
  • Presents and souvenirs: subject to import duties and VAT
  • Please always check in case clients want to ship items which are not 'normal' household goods and or personal effects. 
  • Ivory (CITES)
  • Stuffed animals / animal skins
  • Untreated wood
  • Plants
  • Coats, fur, and leather shoes made from protected animals (authorization from the territorial administration is required)

PROHIBITED ITEMS

  • Food: Not allowed to be imported as part of house hold goods (removal goods), but customs will accept a normal family provision. No perishable food. To be loaded at the doors. 
  • Drugs
  • Tobacco
  • Please always check in case client wants to ship items which are not 'normal' household goods or personal effects.
